[In Brussels, NATO Secretary-General Anders Fogh RASMUSSEN†- says NATO will enforce the no-fly zone over Libya as part of the effort to protect civilians.] [Secretary of State Hillary CLINTON - says the welfare of civilians is the paramount concern.]

(Studio: Anderson Cooper; Washington: Jill Dougherty) The issue of allied command and control with NATO in command of the no-fly zone with the control of the entire military mission being worked on with meetings coming next week on the coordination of military and diplomatic components discussed.

(Studio: Anderson Cooper) Live discussion held with former ambassador to U.N. Nicholas Burns about the diplomatic wrangling. [Voice of BURNS - says the goal is unity of command over military operations and the no-fly zone cannot protest the Libyan people; states the pressure will be on France and Britain to fly air missions if the US steps back; states the US-led air strikes stopped Kadhafi's forces; agrees the mission has not been clear for the allies and what happens if there is a stalemate, which rewards Kadhafi.]
