[Secretary of State Hillary CLINTON - says Kadhafi and his insiders are encouraged to make the right decision for a cease-fire and prepare for a transition.] What Libyan government minders are showing the press noted; scenes shown of ITN reporter Jonathan Miller in Tripoli with the government spokesman and from state TV of an armed loyalist. [Earlier, from Misrata, voice of MAN - says Misrata is being attacked by tanks with the opposition defending the hospital.]
