[Northern Illinois University professor David KYVIG†- points out only 27 amendments out of thousands have been adopted; states politicians have found proposing an amendment is a way to state an issue without accepting responsibility for its becoming a law.] [American University professor Allan LICHTMAN†- recalls the 1970s support for the Equal Rights Amendment.]
