(DC) [Senator Robert BYRD - calls for unity.] [Democratic national committee chairperson Chas. MANATT - prescribes principles of unity move.] 1972 election recalled. George McGovern said blamed for some party disunity by quotas and other complicated roles. [Former Democratic party chairperson John WHITE - laments overconcern for rules and interpretations. Says some honest bossism wouldn't hurt.] Org. labor said returning to Democrat fold. Manatt plan for fund raising noted. [Former Democrat chairperson Robert STRAUSS - says changes will take time.] 1984 election anticipated. Ed Kennedy, Walter Mondale, Jerry Brown, Jay Rockefeller, Gary Hart, John Glenn mentioned as possibilities. Jimmy Carter as force in 1984 discounted. [STRAUSS - says Democrat concerns for soc. issues must be tempered, but continue.] Democrat Conservative Forum in Congress noted. [DCF Representative Charles STENHOLM - says party out of touch with middle American] ABC-DC "Post" poll cited as showing decline in voter identification with Democratic party Earlier speculations of Republican demise recalled as premature.
