(Studio) Senator Budget Committee reported beginning hearings on President Reagan's proposed budget cuts.

(DC) OMB director David Stockman's tardiness in appearing to testify re: recommended cuts in budgets of FTC (Federal Trade Commission) and Consumer Prods. Safety Commission noted. [STOCKMAN - defs. cuts.] [Representative Benjamin ROSENTHAL and STOCKMAN - discuss allegations involving time he spent on considering cuts.] Testimony re: food stamp program by governor of Puerto Rico outlined. [Tennessee human rights commission spokesperson Sammie Lynn PUETT - says state needs help.]

(DC) [Representative Cardiss COLLINS - tells President of Illinois's displeasure with his budget cuts.] [REAGAN - claims the poor won't be hurt; cites California as example] [COLLINS and REAGAN - debate issue.] Reception given President later at contractors' convention noted.
