(DC) Lobby efforts of Health and Human Services Secretary Richard Schweiker on behalf of President Reagan's proposed budget cuts noted. [Representatives Shirley CHISHOLM, Peter STARK - criticize budget's impact on the poor.] [SCHWEIKER - wonders where else to cut spending.] Jane Russell, on behalf of program for homeless orphans, said illustrating opposition to budget cuts. [RUSSELL - asks that cuts not hurt children.] OMB director David Stockman's appearance before House public works subcommittee mentioned. [Church MBRS. - sing protest song about Stockman and Reagan.] Protest against cuts in food stamps program by national antihunger coalition noted.

[Representatives Patricia SCHROEDER, George DANIELSON - note the rich will get richer and the poor, poorer.] Representative Bill Alexander's criticism said echoed in Senate by minority leader Robert Byrd; Demo strategy against Reagan plan outlined.
