[With Cuban- Americans in Miami, BUSH - challenges Cuban leader Fidel Castro to prove he is not afraid of a "real election."] The importance of Cuban-American voters in Florida, where the President's brother Jeb Bush is governor, noted. [Cuban dissident Vladimiro ROCA - says he is always under surveillance.] [In interview, former President Jimmy CARTER - says there is "unanimous support" for unrestricted travel.]
