(Washington: Bob Orr) The offer from the Libyan government to pay 2.7 billion to the families of the victims of the Pan Am Flight 103 bombing over Lockerbie, Scotland, in return for the lifting of sanctions reported; scenes shown of airplane wreckage. [Pan Am Flight 103 families' attorney Lee KREINDLER - says the settlement offer is a major step in "making terrorism expensive."] [Victim's wife Stephanie BERNSTEIN - says the settlement offer dishonored her husband's memory; says the families want the Libyan government to take responsibility for the bombing.] [Secretary of State Colin POWELL - says the offer is a "step in the right direction."]
