(Washington: Jim Stewart) The refusal of the INS to deport people who have ignored deportation orders examined; scenes shown of two bondsmen capturing a Syrian absconder in California. [Voice of INS EMPLOYEE - says the INS did not request to have the man captured.] [Bond agent Anthony APPELLO - says his company has delivered the Syrian twice and he has been set free both times.] [Capital Bonding Corporation president Vincent SMITH - says the system is frustrating; says there are not enough INS field offices.] [FAIR executive director Dan STERN - says there are not enough places and personnel to hold INS detainees.] FBI director Robert Mueller's plans to transfer 500 agents to work on counter-terrorism cases noted.
