[CARTER (in Spanish) - mentions the pro- democracy Varela Project and the American embargo against Cuba.] [Cuban dissident Miriam LEYBA - says Carter's mention of the Varela Project is a positive step.] [White House Press Secretary Ari FLEISCHER - says the embargo against Cuba is an important part of American policy.]
