(Havana: George Stephanopoulos) The visit by former President Jimmy Carter to Cuba featured; scenes shown of Carter in Havana with President Fidel Castro and of Cuban activists delivering a petition calling for a referendum. [CASTRO - (thru translator) tells Carter he will have free access.] [In Spanish, CARTER - (thru translator) says we come as friends.] [Cuban National Assembly president Ricardo ALARCON - comments on the petition.] [Undersecretary of State John BOLTON - says Cuba has a limited offensive biological warfare research effort.] Carter's plans to visit to Cuba's top biotechnology facility noted.
