(DC) Deputy press secretary Larry Speakes' statement on White House perception of Polish crisis quoted; State Department's remarks yesterday recalled. Reports of incrd. USSR military shipments to Poland outlined; implications of Brezhnev's possible participation in Prague summit mentioned. Vice President George Bush reported attending national security council briefing on events, as well as briefings for President Reagan; basis of United States concern over situation cited.
