(DC) Reagan administration rules change with regard to pollution regulations for new plant construction in areas considered already overpolluted described. [National Clean Air Coalition spokesperson Richard AYRES - criticizes change.] Admin. belief changes will help oil refiners, steel industry, and auto companies cited. [President aide Richard WILLIAMSON - hopes change will help create jobs.] Rules change said not requiring congress action.
