[ITO - (thru translator) notes message of mtgs.] United States and Japan said holding discussions prior to Prime Min. Zenko Suzuki's Washington, DC visit in May. [Representative Robert MICHEL, Senator Howard BAKER - threaten congress action.] Possibility that Japan will act voluntarily discussed.
