(DC) Ldrs. of move against deregulation, Senators James Abourezk and Howard Metzenbaum, hold rally in front of Capitol, continuing protest since filibuster failed in Senate Senate vote on issue noted. [Senator Lloyd BENTSEN - notes deregulation is only on new gas.] [Henry JACKSON - thinks sponsors of bill have to face fact that House is adamantly opposed to deregulation and that President has made clear that he'll veto it.] Jackson, who favors controls, will be chairperson of Senators on conference committee
