[FOX (thru translator) - says Mexico has declared war.] [University of California at San Diego Peter SMITH - says it is not a fair fight; says the drug cartels are better financed than the Mexican government.] ["La Jornada" newspaper Jorge CORNEJO - says the cartels have their own lawyers and doctors; says change will not come in a hundred years.]
