(Boston, Massachusetts) [School committee member Dr. Bernard WESTERLING - criticizes public schools.] Massachusetts voters reported passing Proposition 2 1/2, designed to decrease property taxes; impact on other areas of state such as education, examined. [WESTERLING - thinks budget cuts have been enacted as far as possible.] Cuts in Firchburg's teaching staff and municipal services detailed. [Citizens for Limited Taxation spokesperson Barbara ANDERSON - claim cuts in police and fire protection is political ploy.] [Mayor David GILMARTIN - notes areas of cuts making headlines.] Amt. of local spending that must be cut state-wide noted. [Municipal Association spokesperson James SEGEL - comments on no. of jobs eliminated.] Cuts announced in Boston this week listed. [Mayor's tack force spokesperson David ROSENBLOOM --mentions number of people laid off.] Possibility that state legislature will cut state's budget and increase aid to local govts. considered; probability that Prop. 2 1/2 would pass if voted on again mentioned.
