(Studio) Arrest of Edward Michael Richardson by Secret Service for threatening to assassinate President Reagan reported; his apparent obsession with actress Jodie Foster and effort to finish John Hinckley's attempted assassination noted. Letter from Richardson to Foster quoted; hotel where letter was found said allegedly same one that Hinckley stayed in while trying to contact Foster at Yale. Richardson's former residence near the Hinckley family home in Colorado mentioned. Release of wounded Secret Service agent Timothy McCarthy from hospital today reported; President's remarks to him mentioned.
