[SMITH - notes Carter and Reagan admins. differing on busing.] Smith's position on Senator Jesse Helms' efforts to strip Supreme Court of jurisdiction in some cases, Senator Paul Laxalt's concern with FBI's alleged harassment of Las Vegas, NV, casinos and Frank Sinatra's alleged link with organized crime outlined; his refusal to make public log of daily telephone conversations announced.
