[Milwaukee, March 1971, REAGAN - outlines program.] Findings of study of state program noted contradicting Reagan's claim of success; related statistics given. [Former legislative analyst A. Alan POST - says it bogged out in California; explains.] Post's findings said supported by study ordered by Governor Jerry Brown, following his cancellation of program; portions of study quoted on screen.
