(DC) Reagan's recent public relations tactics in regard to his economy program recalled. [REAGAN - notes Congress disagrees with his tax cut proposal.] His further defense of budget cuts mentioned. [REAGAN - says bilingual educ. is un-American.] Reaction of league chairperson outlined. [Mayor James DEYO - notes his continued skepticism about budget cuts.] [Mayor Ernest MORIAL - calls for faster cuts.] Senator Robert Packwood reported announcing probable Capitol Hill delay in consideration of tax cut issue. [PACKWOOD - thinks tax cuts will aggravate inflation.] Response of White House aides outlined.
