(Studio) House passes 381-2 tax reform bill and sends it to Senator Gives tax exemptions to 5 million low income; reductions for 55 millions and higher Social Security benefits for 25 million.

(DC) House dissenters for tax reform bill were Representatives John Ashbrook and E.F. Landgrebe. Senator passage expected. President Nixon expected to sign bill. House votes on rider to supplemental appropriations bill. Rider to weaken admin.'s Philadelphia Plan, to open up building construction unions to non-white workers. Labor organizations and House liberals opposed to plan. House, tentatively voted 125-83 against plan. President Nixon to veto bill if it contains rider. Veto would jeopardize HEW, Labor Department, and A.I.D. Senator Mike Mansfield raises idea of keeping Congress in technical session until January so pocket veto couldn't be used.
