The US Senate approved a bill to let victims and families of the September 11th attacks to sue Saudi Arabia for its alleged involvement in those attacks. That, bill, is just what many families have been waiting for for nearly 15 years now. But many obstacles still remain. CNN's Jake Tapper explains.
